Council Candidate 2016: Cathy Revell

[Ms. Cathy Revell is one of the announced candidates for Portsmouth City Council. She provided the following biographical information to help acquaint the Portsmouth electorate with what she has to offer.]

I was born in Portsmouth and have lived here most of my life. I am married to David Ratcliff, a local photographer, artist and inventor. We have two grown children, who live locally.

Professional Experience

My professional health care experience includes positions at Portsmouth Psychiatric Hospital, Portsmouth General Hospital, Bon Secours Maryview, and Portsmouth Community Health Center, now Hampton Roads Community Health Center. At Chesapeake Care, Inc., a charitable medical and dental clinic serving low-income, uninsured residents of Chesapeake and Hampton Roads, I was the executive director. I am a partner of the Little Shoppes on High, LLC and president of The Revell Group, providing grant writing and consulting services to non-profit organizations throughout Virginia.

Community Involvement

Appointed by Portsmouth City Council, I served as the Department of Behavioral Health Advisory Board chair for six years. I am a lifetime member of the Olde Towne Civic League and served on the Olde Towne Civic League Foundation Board for six years. I currently serve as a member of the Olde Towne Business Association and the Virginia Association of Free and Charitable Clinics boards of directors. I am a volunteer at the Portsmouth Cultural Arts Center.

Education and Training

I am a graduate of Woodrow Wilson High School, Riverside Hospital School of Professional Nursing and the Saint Joseph’s College Health Administration program. I am a graduate of the Portsmouth Partnership Lefcoe Leadership Program, the Center for Leadership Innovation in Greenbelt, Maryland and the University of Virginia’s Sorensen Institute of Political Leadership’s Candidate Training Program. I stand ready to serve the citizens of Portsmouth as a member of city council and welcome your questions and concerns.

The guiding principles of the Revell for Council Campaign are Transparency, Dignity and Respect.

The Cathy Revell for City Council Campaign will treat all voters with dignity and respect.

  • I will listen respectfully to all voter concerns, comments and questions.
  • I will answer all questions in an honest and transparent manner.
  • If I do not have the information requested, I will be diligent in obtaining the information and disseminating it openly as quickly as possible.

The Cathy Revell for City Council Campaign will treat all opponents with dignity and respect.

  • Any information disseminated about the actions of my opponents will be true to the best of my knowledge and will be limited to actions and will not be direct personal attacks.
  • I am committed to civility in all interactions and communications.

The Cathy Revell for City Council Campaign will strive for transparency in deliberations, decision making and communications.

  • Whenever possible, I will seek citizen input in decision making.
  • When requested, I will do my best to disclose the reasons behind any decisions or actions in the interest of full transparency.
